18-storey rental housing and retail tower proposed for South Main in Mount Pleasant

An 18-storey, mixed-use tower reaching 184 ft in height is proposed for the southernmost border of the City of Vancouver’s Broadway Plan area.

Five Mile Holdings has submitted another rezoning application for a site within the area plan, with the firm’s latest project located at 45 East 16th Avenue.

This is a mid-block site located near the northwest corner of the intersection of East 16th Avenue and Quebec Street — just east of Mount Pleasant Park and just west of South Main retail district on Main Street. It is also located about a 15-minute walk south from SkyTrain’s future Mount Pleasant Station, which will be located at the intersection of East Broadway and Main Street.

Currently, the development site is occupied by a 1966-built, three-storey apartment building with 23 units.

Under the Broadway Plan, the site is prescribed for heights of up to 20 storeys. However, the proponents will not be using the maximum height, as the allowable floor area ratio (FAR) density will be maximized by a lower tower height.

The proposal calls for 145 secure purpose-built rental homes, including 116 market rental units and 29 below-market rental units. The unit size mix is 17 studio units, 76 one-bedroom units, 36 two-bedroom units, and 16 three-bedroom units.

Shared indoor and outdoor amenity spaces will be provided on both level five and the tower rooftop level.

This building would introduce active commercial frontage to this segment of East 16th Avenue just west of the retail strip of Main Street. Four retail/restaurant units fronting the street would offer a combined total of 4,400 sq ft of commercial space.

“The ground level with small retail opportunities will help to engage pedestrians and foster a vibrant street life,” reads the application designed by Studio One Architecture and landscaping firm Durante Kreuk.

JTA Development Consultants is involved as the development manager on behalf of property owner Five Mile Holdings, which has also contracted these same firms on a number of other high-rise rental housing tower proposals within the Broadway Plan area.

Altogether, the project would generate a total building floor area of just over 109,000 sq ft, establishing a FAR density that is 6.8 times larger than the size of the 16,153 sq ft lot. This includes a 0.3 FAR bonus density for the optional inclusion of retail space or a childcare facility, in accordance to the Broadway Plan.

Three underground levels would provide 63 vehicle parking stalls and about 240 secure bike parking spaces.
